Council approves Crystal Beach parking plan for short-term rentals

After dipping their toes in the water with a 2025 pilot program, Fort Erie is forging ahead with a plan to provide parking spaces in municipally owned lots for short-term rental (STR) properties.
Earlier this year councillors approved a trial that saw STR operators who didn’t have on-site parking apply to use space in a nearby town-managed lot. On Monday night they approved a staff report recommending the program become permanent.
Up to 10 spaces are being offered, though staff have the ability to increase or decrease that number based on needs. Only two operators utilized a spot during the summer trial, though acting director of infrastructure services Jordan Frost said they’ve received interest from another two or three STR owners.
The spaces will be offered to STR operators on a first come, first served basis. Those who want a space will first need to get a minor variance, which currently costs $1,437, and then pay $500 a year for use of the space. Frost said the $500 is to cover the cost of winter maintenance.
Some councillors feared the costs associated with the program may be too steep, especially the $1,437 for a minor variance that comes with no guarantee they’ll receive a spot.
“That’s a very tall order for someone to come up with,” said Councillor Ann-Marie Noyes.
Council will have the opportunity to alter the costs for minor variances when the fee structure comes up for discussion during budget deliberations.
STR spots will receive signage, and operators who receive a spot will be given a hanger to confirm those vehicles are allowed to park in the STR spot.
