Phase 2 of Black Creek development gets go-ahead

Planning applications can often be a contentious battle between local governments and developers. But on Monday evening councillors approved the phase 2 plan for the Black Creek development with mostly good things to say.

In fact, the only apparent criticism had more to do with regional government protocols and less to do with the builders.
“They’ve taken great care in trying to meet and address people’s issues,” said Councillor Ann-Marie Noyes. “They made major changes to their plan, which I think it will be much better for the neighbourhood.”
The second phase of the plan required official plan and zoning bylaw amendments, which the report recommended approving on Monday. The revised plan includes 77 single detached homes, 52 street townhouse dwellings on 10 blocks, a park, a pedestrian walkway, and a stormwater pond.
Phase 1 of the Netherby Road development is mostly built out, according to a staff report. It includes 41 single detached homes, 32 street townhouse units on seven blocks, and an additional 14 semi-detached units.
Following a public meeting in June the developers–Great Summit (Fort Erie) Nominee Inc.–altered the plan in an attempt to address concerns from councillors and the public. Among the changes are a slight increase to the number of single detached homes and a decrease to the number of townhouses.
The development’s layout was also altered to address concerns.
Noyes did still have some concerns about potential wastewater issues, saying there have been issues in the area with sewer backups.
Mayor Wayne Redekop said capacity in town could become an issue with multiple developments on the books. If one project moves ahead it could force another one nearby to be paused.
“The Region is pitting developers against developers,” he said.
Councillors did approve an amendment moved by Noyes that came from the Region that altered one of the conditions required regarding archaeological assessments.
