Fort Erie introducing permit bylaw to fast-track developer approvals

The Town of Fort Erie wants to replace its zoning bylaw in seven growth areas with a single permit system meant to speed up developer approvals, and residents will get their first look at the plan next week.

An open house is set for Tuesday, August 18 from 5 p.m. to 7 p.m. at town hall where staff will present the proposed community planning permit system and take feedback before a draft bylaw goes to council.

The community planning permit bylaw is a tool available to Ontario municipalities under the Planning Act. It rolls three separate approvals into one process: zoning bylaw amendments, minor variances and site plan applications.

The town says the system will make the process more transparent and get housing built faster in the areas where it expects most growth over the next 25 years.

The new permit system would apply in the town’s seven designated strategic growth areas:

  • Crystal Beach
  • Ridgeway
  • Garrison-Sunset
  • Garrison West
  • Garrison East
  • Niagara Boulevard
  • Bridgeburg

The existing zoning bylaw would still cover the rest of town.

The town is also drafting urban design guidelines that would apply across the whole municipality. It says the guidelines will set expectations for how public spaces and private developments look and protect the character of Fort Erie’s communities.

At the open house, staff want feedback on permit classes, notification requirements and the community benefits the system would cover.

The town’s project page lists consultation and finalization wrapping up in spring 2026, but the first open house is only happening now, in mid-August. A virtual survey and focus groups are still to come.

Once consultation ends, staff will revise the draft documents, hold a second round of public engagement and a statutory public meeting, then bring a final package to council for a vote.
